Myanmar sets parliamentary by-election for April 1 (AP)

YANGON, Myanmar ? Myanmar has set its much anticipated by-election for April 1.

Before the government announced the date Friday, pro-democracy leader Aung San Suu Kyi and her National League for Democracy had said they planned to run in every seat in the by-election.

Most of the 48 Parliament seats being contested were vacated by MPs who became Cabinet ministers after the first parliamentary session in January.

Suu Kyi's party boycotted last year's general elections because of restrictive rules that among other things prevented Suu Kyi from being a candidate. The government has since lifted many of those restrictions.

NFL Notebook: Cowboys: Romo is good to go vs. Giants

With tape still wrapped around his bruised throwing hand after practice, Dallas Cowboys quarterback Tony Romo insists he will be ready to play in what is essentially a playoff game against the New York Giants.

"Everything's coming together like we thought, just each day it's getting a little bit better," Romo said. "We'll be good to go this weekend."

Romo wore the protective wrap on his swollen right hand, the one he banged on a defender's helmet on the opening series Saturday against Philadelphia before coming out of the game.

The Cowboys go on the road Sunday night to face the Giants, a matchup of 8-7 teams that will decide the NFC East and fill the NFC's last playoff spot.

"I'm excited that we're in this position and we have an opportunity to go and play in a big game like this," he said. "This is when it gets fun. No matter what, you're not going to sit one of these out."

Vikings

Running back Adrian Peterson will have surgery today to repair his left knee. Dr. James Andrews will perform the operation in Alabama, six days after Peterson tore the anterior cruciate and medial collateral ligaments in his knee in a game against the Redskins.

Patriots

Tom Brady participated in practice on a limited basis because of a left shoulder injury. He had missed Wednesday's session, but the team said his absence was not injury-related. Comcast SportsNet reported that Brady had X-rays to check for a separated left shoulder and was told he was "all set."

Broncos

Denver safety Brian Dawkins missed practice again because of a neck injury that has left him questionable for the Broncos' pivotal finale against Kansas City. The Broncos can clinch the AFC West with a win.

Saints

Heading into Sunday's season finale against Carolina, the Saints offense is 219 yards from breaking the NFL team record of 7,075 yards set by the 2000 St. Louis Rams. New Orleans has 6,857 yards from scrimmage this season, easily eclipsing the old club mark of 6,571 set in 2008.

More than a third of adults in the U.S. are obese. And many of those already overweight continue to put on even more pounds. Now researchers have a clue why.

Two new studies in the Journal of Clinical Investigation suggest how obesity and high-fat diets might actually alter the way the brain works, changing in particular the hypothalamus. This almond-sized area of the brain helps regulate hunger and thirst, as well as sleep and body temperature. So if it?s out of whack, people can feel hungry even when they've consumed plenty.

One study found that in the brains of both obese humans and obese rats, neurons around the hypothalamus were damaged by inflammation. High-fat diets have been known to promote inflammation throughout the body, but that usually takes weeks or months to appear. Changes in the brain, however, can happen fast?even within 24 hours. The second study found that mice on a fatty diet were slow to replace old neurons in the hypothalamus, which could also hamper its function. [David McNay et al, Remodeling of the arcuate nucleus energy-balance circuit is inhibited in obese mice]

Israel and Apartheid: Ron Paul makes a grown woman cry

First the caveats: I have no idea who this is. I have no idea who made the video or why. I have no idea why anyone would give "Liberty Defined" to anyone as a Christmas present.

But yes, Ron Paul's reference to Israel as practicing "apartheid" apparently upset this woman to the point of tears.

Daniel Treiman did a little research, and the offending passage is here, on page 317:

Meanwhile, within Israeli politics, there is a great deal of debate and diversity of opinion. The Liberal party in Israel often raises questions about the apartheid conditions that Palestinians are subjected to. Even newspapers in Israel are willing to discuss this issue openly, but it is essentially never permitted in the United States. Former President Jimmy Carter is now persona non grata for raising the question in his most recent book, Palestine: Peace Not Apartheid. J. Street, a new pro-Israel Washington PAC, is challenging AIPAC?s monopoly control of the discussion of U.S.-Israeli relations in the United States. The group Peace Now also strives to change the tone and essence of the debate.

Other American Jews have spoken out against Israel?s treatment of the Palestinians as well. The American Council for Judaism is growing in influence in the American Jewish community, especially with the younger generation. Though it?s argued that Jews are motivated to immigrate to Israel because they were exiled from Palestine, only a small fraction of American Jews ever moved to Israel.

Even given all of this, my position on Israel is the same as my position with regard to any other country. I favor a noninterventionist position, consistent with what the American Founders favored and what the Constitution enshrines. I would like a policy of peace, friendship, and trade?and no intervention in any country?s internal affairs.

So many questions.

The Liberal Party? The one that disappeared inside the Likud a couple of decades ago?

And how did she get as far as page 317?

Anyhoo, if she'd just kept with it for another graf, her tears would surely have turned to laughter at the notion that the American Council for Judaism is growing anything.

Saudi outlines trimmed 2012 budget

(AP) ? Saudi Arabia outlined on Monday a $187 billion budget for next year that projects a cut in both public spending and revenues.

It still allows the world's largest oil producer to come away with a surplus forecast roughly at $3 billion.

Under the budget announced by the Finance Ministry, revenues are forecast at 702 billion riyals ($187 billion), while expenditures are projected at 690 billion riyals, or 16.5 percent below spending in 2011. The surplus realized in 2011 came in at 306 billion riyals ($69.7 billion).

Earlier in the year, as a wave of popular unrest ripped through the Arab world, King Abdullah announced a roughly $130 billion public spending plan that largely benefited the kingdom's lower income population.

The funds were aimed at building hundreds of thousands of housing units, as well as creating jobs, raising salaries and offering unemployment benefits. The move came as popular pressure mounted against autocratic Arab leaders, with the people complaining about soaring living costs, a lack of opportunities for youth and a shortage of affordable housing.

Saudi Arabia has managed to avoid the protests that led to the ouster of the presidents of Tunisia and Egypt and the toppling of Libya's longtime strongman. Other Gulf Arab countries have also faced their share of tensions ? most notably Bahrain ? but none of the protests have so far succeeded in shaking the foundations of the region's monarchies.

For 2011, Saudi public revenues came in at 1.1 trillion riyals while expenditures totaled 804 billion riyals, or 224 billion more than had initially been forecast, the Finance Ministry said in a statement on its website.

Economic growth is forecast at 6.8 percent, the ministry said, adding that 250 billion riyals had been set aside from 2011's budget to fund the construction of 500,000 new homes.

Tom Fox: What It's Like to Run the TSA

John S. Pistole, administrator of the Transportation Security Administration since July 2010, oversees the management of a workforce of 60,000; security operations at more than 450 U.S. airports; the Federal Air Marshal Service; and the security of highways, railroads, ports, mass transit systems and pipelines. As a national security and counterterrorism expert during his 26-year career at the Federal Bureau of Investigation, Pistole headed the agency's expanded counterterrorism program after 9/11 and was named deputy director in 2004. He has worked on several high-profile investigations, including the attempted car bombing in Times Square in 2010; the attempted attack on Northwest Flight 253 by the so-called "underwear bomber" in 2009; and the plot against New York City subways that same year.

What management challenges do you face and what are you doing to overcome them?

One of the challenges I faced when I arrived was how to craft a vision for TSA that makes sense for people who have been taught they are here to make sure that 9/11 does not happen again, and to treat everyone the same during the screening process. It was a one-size-fits-all construct. I saw opportunities to redefine the agency's work and look for ways to provide the most effective security in the most efficient manner by not focusing as much on those we know more about.

Across the country, TSA conducts security screenings for almost 1.8 million people every day. That's over 50 million people a month. We are looking at how we can be more risk-based in our security approach, the core of which is trying to differentiate passengers and the requisite screening they should be afforded, based on the information and intelligence we have about them. I start out every day with an intelligence briefing that informs me about what the terrorists are thinking. This information plays a key role as we determine how we should change our protocol while still providing the best customer service possible and respecting privacy issues.

In the face of recent criticism, how do you keep employees motivated and engaged in TSA's mission?

We try to be proactive in supporting the workforce when there is criticism. For example, I will personally call individual security officers to thank them for their professionalism when I know they have dealt with a challenging situation or had what we call a good catch. I also visit airports and have town halls with security officers and hold separate meetings with the general managers and senior leadership, and empower them to focus on our role as a U.S. counterterrorism agency fulfilling a national security mission. It's about looking at the little things that can cause catastrophic failures in aircraft, not just looking for common prohibited items like a small knife. Our approach is about using more common sense and doesn't have to be one-size-fits-all. That message is resonating with the workforce from the feedback I'm getting.

But it is an ongoing challenge to effectively communicate with a large, diverse and dispersed workforce. It is definitely not a perfect system so that's something we continue to work on. It's doubly important to have effective communication and I'm focused on it every day. Our workforce does not sit at a desk, so we face the unique challenges of reaching our employees in new and different ways. We do send out routine email messages, but also distribute videotape messages and establish local communications channels to reach frontline employees. The videotaped messages are used to inform officers of a policy change, like our recently implemented changes for screening passengers 12 and under, and they are delivered to all the security officers before they start their shift to make sure we brief everybody.

What tools or techniques do you use to make sure employees bring ideas and problems to your attention?

One is called the "Idea Factory," which is a web-based tool where employees can offer suggestions to leadership. It was founded by my predecessor. Employees with suggestions or ideas on how to do things better are encouraged to submit those, and many of those ideas have gone on to become policies. We also have a local and a national advisory council. I meet with the national advisory council several times a year and we go over things they're hearing at their local airports and issues they're dealing with. I get their feedback and run ideas past them. I also meet periodically with the federal security directors in charge of the airports. I recognize the importance of being collaborative and getting input, but also being clear when making a decision. I want to be sure there's a sense of urgency, because terrorists try to come up with new and creative ways to harm us and we focus on preventing that.

What critical event led to you becoming the leader you are today?

There have been two defining moments. As a high school senior I was in a serious car accident and had a broken neck. I had an opportunity to think a lot. After a spinal fusion, and months in a body cast and a neck brace, I got back some physical strength and felt I was given a second chance. I wanted to make sure I was doing everything I could for good. I wake up every day being thankful for being alive and able to give something back.

The second one was several months after 9/11. The FBI director asked me to help run the recently expanded counterterrorism program. I was unsure given my background was not in counterterrorism, but he had confidence in me and others I worked for, so I was thrown into a new milieu of national security counterterrorism work. That helped equip me for running TSA. It was really sink or swim, but, again, thanks to some great coworkers and mentors, I was able not only to survive but thrive.

Trees In Trouble: Grim Future For Frankincense

The original Christmas presents were gold, frankincense and myrrh. That's what wise men brought to the baby Jesus, according to the Gospel of Matthew. Frankincense is still used today ? for perfumes, incense and traditional medicines ? but a new study suggests that its future looks grim.

The trees that produce this fragrant resin are in serious trouble, says Frans Bongers, a forestry expert at Wageningen University in the Netherlands. He says production of frankincense could be cut in half in just 15 years. And in the next 50 years, tree numbers could decline by 90 percent, according to his new study published in the Journal of Applied Ecology.

Frankincense comes from various species of Boswellia, a tree that mainly grows in the Horn of Africa and the Arabian Peninsula. People make cuts in the bark and let the tree sap ooze out. After it hardens into yellowish lumps, they come back to collect it, and then make more cuts. "And so they come back every two weeks for the whole dry season, and that's about nine months," Bongers explains.

He and colleagues monitored forests in Ethiopia with thousands of frankincense trees for about two years, comparing plots where trees were tapped with plots where trees were left alone.

They found that the forests were declining, regardless of whether they were tapped for frankincense or not. In general, they found big, old trees that were dying at an alarming rate, possibly because of insect attack.

Meanwhile, they found a dearth of younger trees. Bongers said they mainly saw just tiny seedlings in the grass. "They do not grow into a sapling, and they do not grow into a new tree," says Bongers.

He says that's because they burn up in fires set by farmers or are eaten by grazing cattle.

The only hope of preserving frankincense is to set aside large areas, to let young trees get established, says Bongers. But that's a hard case to make when local people are struggling to make a living.

"People say, 'Well, yes, we do understand, but at the same time we have to survive,' " he says. "So I'm realistic on this, I think."

Already, in some countries, like Yemen and Oman, says Bongers, the frankincense is almost gone.

Calif. court issues warrant for sports agent over $1.4 million judgment owed to landlord

SANTA ANA, Calif. (AP) ? "Show me the money" indeed: A bench warrant over a $1.4 million debt has been issued for the sports agent who was the inspiration for the movie "Jerry Maguire."

The warrant for Leigh Steinberg's arrest was issued after he failed to appear in court last week in a case involving a judgment owed to a landlord, Carole Levitzky, a spokeswoman for Orange County Superior Court, said Thursday.

Court papers show Steinberg was ordered to pay $1.4 million last year to the Irvine Company in a default judgment for office space he leased in Newport Beach.

Steinberg stopped paying under the terms of his lease in 2009, according to court papers filed by the landlord, which declined to comment on the case.

Steinberg was the inspiration for Tom Cruise's character in 1996's "Jerry Maguire," which turned "Show me the money!" into an enduring catchphrase, though Steinberg isn't actually known for using that phrase.

Steinberg said he's not hiding or running from the law. He said he has an office open for business in Irvine and thousands of friends on Facebook and followers on Twitter.

The 62-year-old agent said he's still representing athletes and he's acting as a consultant on projects related to sports in movies, television and video games.

Steinberg said he had asked his attorney to change the date of his Dec. 15 hearing and was told it was taken care of. Steinberg said he was unaware he had a warrant in the case, which stems from some payments he missed in 2009 before moving to less expensive office space.

"Since when in this country do you put people in jail for having debt?" he said in a phone interview Thursday. "The point is, I had some financial struggles, which I regret. And I am working hard right now to pay the debts I owe."

Steinberg said his financial troubles stem in part from his divorce several years ago. He separated from his wife in 2006.

The Irvine Company earlier this month asked the court to require Steinberg to apply a portion of his income stream to pay the judgment, alleging process servers have been unable to directly contact him.

"Steinberg is a semi famous figure with huge apparent notoriety but shows signs of significant recent deterioration," Brooke Brandt, an attorney for the Orange County real estate company, wrote in a Dec. 9 court filing. "He appears to have a phalanx of security protection around him that prevents process servers from gaining access to him unless he allows it."

The next hearing in the case is scheduled for Feb. 6.

Steinberg is considered the first super agent in sports, having represented such NFL stars as Troy Aikman, Steve Young, Warren Moon and Ben Roethlisberger, as well as boxer Oscar De La Hoya. His resume includes representing eight No. 1 overall NFL draft picks. He began his career in 1975 and was able to secure huge signing bonuses for some of football's biggest stars.

Madonna Fan Arrested For 'Gimme All Your Luvin' Leak

Recordings of the new song, featuring Nicki Minaj and M.I.A., found in 31-year-old's belongings after leak was traced to Spain, police say.

Just over a month after a demo of Madonna's "Gimme All Your Luvin' " was leaked online, police have arrested a 31-year-old fan. After the icon's lawyers traced the leak to Spain, the man, whose full name has not been released, was arrested in the northern city of Zaragoza. Police, who have only confirmed the suspect's initials as J.M.R., describe the man as "a big Madonna fan" and say they found recordings of the song in his belongings.

The track, which features Nicki Minaj and M.I.A., was leaked without M.I.A.'s vocals. When it surfaced in early November, Madonna's longtime manager Guy Oseary voiced his displeasure via Twitter, writing, "The plan was for new music to come out in the new year. Ron Paul Leads in Iowa and is Gaining Ground Nationally (ContributorNetwork)

COMMENTARY | KCRG reports that Texas Congressman Ron Paul has taken the lead in polling for the upcoming Iowa Caucus. The data collected from the recent survey also reports that Paul has more support, and a better foundation than previous front-runners. As an avid Paul supporter in Ohio, here is how I feel about his surge in the polls for the Republican presidential nomination.

I do think that Paul can win in other states, but I am almost certain he could not win the Republican presidential nomination. I think Paul has a chance of winning in states such as Texas and Iowa, but I just do not think he has what it takes to win the nomination. I am almost certain Paul would not gain enough support overall, especially in my state of Ohio. I would vote for Paul in Ohio, simply because I truly believe he is the only right candidate for the job, and I cannot stand behind any other candidate.

Paul has a great stance on the war on drugs, because he believes the war is a waste of money, and does nothing to solve the problem of drug abuse in America. Compared to other Republican candidates, Paul is very liberal on this issue, because he believes in freedom of choice when it comes to drugs. The other Republican candidates are more outspoken on being against drugs all together. When it comes to the conservative voters, I think they will shy away from Paul on this issue, and it will make them vote for a candidate with a tougher stance on drugs.

One issue where I think Paul is weak against his Republican rivals is on foreign policy, and this will hurt his chances with some voters. Paul feels that we should not interfere in other countries, bring our troops home, and end all of the wars going on. I agree that we should get out of countries like Iraq and Afghanistan, because being there only makes them hate America even more. Mitt Romney can speak to foreign policy in a way that more people understand what he is saying, but Romney does not feel that America should just butt out like Paul does.

Paul is also very conservative on the issue of spending, a lot more conservative than the other Republican candidates. Paul believes that America has been spending way too much, and that the only way to get back to fiscal conservative policies is to cut spending drastically. I think that Paul is the best choice because he is willing to end the Federal Reserve and cut many government programs. Compared to his Republican rivals, Paul is the only true conservative when it comes to fiscal policies.

Flotsam from Japanese tsunami reaches West Coast (AP)

PORT ANGELES, Wash. ? Some debris from the March tsunami in Japan has reached the West Coast.

A black float about the size of a 55-gallon drum was found two weeks ago by a crew cleaning a beach a few miles east of Neah Bay at the northwest tip of Washington, the Peninsula Daily News reported (http://is.gd/9jSz9q) Wednesday.

The float was displayed at a Tuesday night presentation at Peninsula College by Seattle oceanographers Curtis Ebbesmeyer and Jim Ingraham, consultants who produce the "Beachcombers Alert" newsletter.

Tons of debris from Japan will likely begin washing ashore in about a year, from California to southern Alaska, they said. Items that wash up may include portions of houses, boats, ships, furniture, portions of cars and just about anything else that floats, he said.

That could include parts of human bodies, Ebbesmeyer said. Athletic shoes act as floats.

Flotsam in a current travels an average of 7 mph, but it can move as much as 20 mph if it has a large area exposed to the wind, Ebbesmeyer said. The latest float sits well atop the water, has a shallow draft and is lightweight. Similar floats have been found on Vancouver Island in British Columbia.

Models show currents could pull some Japanese tsunami debris into the Strait of Juan de Fuca as far as Port Townsend.

"All debris should be treated with a great reverence and respect," Ebbesmeyer said.

If the debris has any kind of identifiable marking, such as numbers or Japanese writing, it may be traceable, Ebbesmeyer said. Families in Japan are waiting to hear of any items that may have been associated with their loved ones.

Ebbesmeyer is retired from a career that included tracking icebergs, the 1989 Exxon Valdes oil spill and Puget Sound currents that affect sewage outflows. He wrote the 2009 book, "Flotsametrics and the Floating World: How a Man's Obsession with runaway Sneakers and Rubber Ducks Revolutionized Ocean Science."

Ingram has retired from the National Oceanic and Atmospheric Administration, where he created computer models of ocean currents.

Judge denies testing of alleged White House shooter (Reuters)

WASHINGTON (Reuters) ? A judge declined on Friday to order a full psychological evaluation of the man accused of trying to kill President Barack Obama when he opened fire on the White House last month, saying no evidence pointed to such a need.

Oscar Ortega-Hernandez, 21, from Idaho, was charged with trying to assassinate Obama on November 11, after authorities found five bullet impact points on the south side of the executive mansion on or above the second story where the president's family quarters are located.

Obama was not at the White House complex at the time of the shooting.

Even though a doctor who did an initial screening on Ortega-Hernandez determined he was mentally competent to stand trial, prosecutors asked for a complete examination because they were concerned alleged comments he made might be seen as delusional, making it possible for his attorneys to build a defense around an insanity claim.

They pointed to statements that Ortega-Hernandez described himself as Jesus Christ and that he allegedly told others that "President Obama needed to be taken care of" as possible indications that he was delusional.

But after a two-hour hearing on Friday with the doctor who did the initial screening, U.S. Magistrate Judge John Facciola said "at this point I haven't heard any evidence" to suggest that he was not competent.

Elisabeth Teegarden, the doctor who conducted the initial 50-minute survey, said during the court hearing that she found "he was clearly competent to stand trial." She said that he either denied those statements or refused to discuss them.

His attorneys also said he was helping them in his defense strategy.

ALLEGEDLY FLED VIA FREIGHT TRAIN

Prosecutors also revealed new details about events leading up to the shooting and Ortega-Hernandez's alleged subsequent flight from the scene, including that he was spotted aboard a freight train in West Virginia days after the incident.

A former FBI photographer who took pictures of trains as a hobby, spotted someone riding in a train car and snapped a shot. Later the photographer realized the person looked like Ortega-Hernandez and told authorities, prosecutors said in a court filing made late on Thursday.

After being apprehended, Ortega-Hernandez allegedly told authorities he was the owner of the vehicle found after the shooting. He claimed that he was robbed of his car and its contents hours before the incident and denied owning a firearm.

Prosecutors said that Ortega-Hernandez was seen on surveillance camera footage at a Walmart two hours after he was allegedly robbed wearing a jacket that was found in his car after the shooting.

One witness previously told authorities that Ortega-Hernandez "wanted to kill Obama and that the president was the devil and anti-Christ", but the Thursday court filing revealed that the witness has since claimed not remembering him make the threat.

Another witness told authorities that Ortega-Hernandez said he was "chosen" to "take care of" Obama, which the witness took to mean to kill the president, according to the court filing.

Charged with attempting to assassinate the president, if convicted Ortega-Hernandez faces up to life in prison.

Abuse lawsuit against Rumsfeld, Gates tossed out (AP)

McLEAN, Va. ? A federal judge has dismissed a lawsuit filed against former defense secretaries Donald Rumsfeld and Robert Gates by 28 military members and veterans who said they were victims of sexual assault.

The suit, filed earlier this year in U.S. District Court in Alexandria, alleged Rumsfeld and Gates fostered a culture that allowed rapists to thrive and punished assault victims for filing complaints against their attackers.

But in a ruling issued Friday, Judge Liam O'Grady said the judiciary should not intervene in matters involving military discipline and dismissed the case, even though he called the victims' allegations troubling.

The plaintiffs' attorney, Susan Burke, did not immediately respond to an e-mail Wednesday asking whether she would appeal.

In one example, an Army Reservist said two male colleagues raped her in Iraq and videotaped the attack. She complained to authorities but says charges weren't filed because the commander did not think she acted like a rape victim.

One of the plaintiffs, Rebekah Havrilla of West Columbia, S.C., said in response to the ruling, "It is now practically impossible to get the judicial system to provide any remedy for those that have been victimized by the inadequate military system."

Havrilla, an Army sergeant from 2004 to 2009, was deployed to Afghanistan. In the lawsuit, she alleged that a colleague raped her and photographed the attack. When she sought counsel from the military chaplain, he told her it must have been God's will for her to be raped and recommended more frequent church attendance. The attack occurred at a time when she was subjected to routine harassment from her supervisor, who slapped her on the bottom and kissed and bit her on the back of the neck, according to the suit.

Havrilla is now a staff member for the Service Women's Action Network, which was founded in 2007 by female veterans to advocate for victims of rape, sexual assault and sexual harassment in the military. Although The Associated Press normally does not identify the victims of sexual assault, Havrilla agreed to allow her name to be used.

Greg Jacob, the network's policy director, called the judge's ruling unacceptable and "a tragic comment on the issue of military sexual assault."

Statistics collected by the Pentagon show more than 3,000 reports of sexual abuse in the military in fiscal year 2010, but only 529 went to trial. The Pentagon estimates that the vast majority of assaults go unreported altogether.

Syria says "would like" to accept Arab deal (Reuters)

BEIRUT (Reuters) ? Syria said it had conditionally approved an Arab League peace plan to end eight months of unrest which threatens to drag the country to civil war and activists said at least 60 bodies were taken to hospitals in the central city of Homs on Monday.

In a letter to the League by Foreign Minister Walid al-Mualem, Syria rejected foreign interference and demanded the annulment of sanctions plus reinstatement in the regional bloc.

In Cairo, Arab League secretary general Nabil Elaraby said "the conditions contained new elements that we have not heard before." Arab foreign league ministers were studying the response.

Syria is facing Arab and international sanctions in response to its violent crackdown on protests against President Bashar al-Assad. In the latest response to the sanctions, French oil major Total said it will stop production in Syria.

Syria meanwhile has retaliated against northern neighbor Turkey for the sanctions imposed by its former friend, imposing a tariff of 30 percent on its imports and prohibitive duties on fuel and freight. Turkey shrugged it off, saying "common sense" should tell Syria that its own people would suffer most.

In a display of muscle that could be intended to deter any idea of foreign military intervention in a crisis which has killed at least 4,000 people, the army staged an exercise with missiles, rockets, tanks and helicopters.

Top generals watched the war games and state television made it the headline news story, even as the death toll mounted.

Activists in Homs said more than 60 bodies were taken to several hospitals in the city. The circumstances of their deaths were not immediately clear, they said.

Activists and residents in several neighborhoods reported a

spate of kidnappings since Sunday, a tactic used in recent sectarian killings in the city.

The British-based Syrian Observatory for Human Rights said pro-Assad militia kidnapped and killed at least 34 people from anti-Assad districts on Monday. An activist in the city said at least 32 other bodies were taken to the national hospital on Monday, including both supporters and opponents of Assad.

SANCTIONS

Already hit by economic sanctions imposed by the United States and Europe, Syria was punished last month by neighboring states, with sanctions announced by the Arab League and imposed by Turkey, once Assad's ally.

The Arab League's sanctions have yet to take effect. It has repeatedly extended deadlines for Damascus to agree to a peace plan that would see Arab monitors oversee its withdrawal of troops from towns. The latest expired on Sunday.

Foreign ministry spokesman Jihad Makdesi said Damascus was still looking at the Arab League plan.

"The protocol is intended to be signed soon," he said. "The Syrian government has responded positively ...I am optimistic, although I await the Arab League response first."

Syria says the Arab proposal to admit observers infringes its sovereignty, and has asked for clarification. It has stalled more than once and reneged on promises to rein in its forces.

"The Arab League sanctions ... have been a shock for every Syrian and Arab citizen ... as these sanctions came from sisterly countries," state news agency SANA said.

"Syria will overcome those sanctions by virtue of its strategic location and the diversity of its production sectors," the state agency said.

Syria's Arab neighbors Iraq, Lebanon and Jordan have all said they would not join a trade sanctions campaign.

In a reminder to outsiders of Syria's powerful, mainly Russian-supplied armed forces, state media showed top generals watching a live-fire exercise by missile units, mechanized brigades and aircraft, to test their capacity in "confronting any attack" on Syria.

Makdesi, the foreign ministry spokesman, said the war games were a "routine" exercise and not intended to send any message.

The first cracks appeared in one of the pillars of Assad's regime at the weekend with the desertion of some members of the secret police to the ranks of a rebel "free army."

At least a dozen members of the secret police deserted from the Airforce Intelligence complex in Idlib city, 280 km (175 miles) northwest of Damascus, triggering a gunfight with defectors in which 10 were killed or wounded on either side, activists said.

Opposition sources said a further 16 soldiers defected from units in Idlib on Sunday and a new group of defectors of similar size battled loyalist troops to the south, in the Josieh area on the border with Lebanon.

Assad's opponents estimate the strength of the rebel force at several thousands, mainly army recruits from Syria's Sunni Muslim majority. Members of Assad's minority Alawite sect, an offshoot of Shi'ite Islam, have a tight grip on the military and security apparatus.

SANA on Monday reported military funerals "with flowers and wreaths" for a further seven killed.
