When Rick Santorum rebuked John F. Kennedy's 1960 speech on religion, he was repeating a common conservative view that the address did more harm than good.

In an interview Sunday with ABC's "This Week," Santorum, a Roman Catholic Republican, said he "almost threw up" when he read the remarks by Kennedy, who told the Greater Houston Ministerial Association: "I believe in an America where the separation of church and state is absolute."

Santorum, competing for conservative votes in a close GOP presidential contest with Mitt Romney, argued that more religion was needed in American public life.

"The idea that the church can have no influence or no involvement in the operation of the state is absolutely antithetical to the objectives and vision of our country," Santorum said.

Kennedy gave the speech to the mostly Baptist Texas pastors at a time when Protestants openly wondered whether a Catholic U.S. president would take orders from the pope. In what would become a model for generations of American Catholic politicians, Kennedy insisted his policies would be based on his conscience, not church teaching.

"I believe in a president whose religious views are his own private affair, neither imposed by him upon the nation, or imposed by the nation upon him as a condition to holding that office," Kennedy said, just weeks before the general election. "I do not speak for my church on public matters, and the church does not speak for me."

The address was widely considered an eloquent repudiation of bias and a landmark of American rhetoric. Kennedy went on to become the first Catholic U.S. president.

Yet, as years passed, the church and society underwent changes that led many Catholics and conservative Christians to conclude they were being pushed from public life. For them, the speech took on new meaning.

The U.S. Supreme Court ended sectarian prayer in public schools and legalized abortion. As a result, many Catholics and other Christians saw themselves surrounded by a hostile culture. At the same time, the global church was opening up to the modern world through the Second Vatican Council, prompting an internal Catholic split over whether the council's reforms were going too far. American Catholics ? better educated and more integrated into American life ? fractured along religious and political lines. Once a solid bloc of mostly Democratic voters, Catholics became swing voters, and Catholic Republicans, a rarity in Kennedy's day, gained influence.

Catholic politicians who supported abortion rights came under more intense criticism from church leaders. American bishops called a vote for legalized abortion cooperation with evil.

On the defensive, these Catholic lawmakers paraphrased Kennedy. They said Kennedy was arguing that even if faith shapes policy, the outcome still had to be acceptable to the wider public. Former New York Gov. Cuomo, a Democrat, in a much-quoted 1984 speech on abortion at the University of Notre Dame spoke of "the price of seeking to force our beliefs on others." Democrat John Kerry, the party's 2004 presidential nominee said: "I can't take my Catholic belief, my article of faith, and legislate it on a Protestant or a Jew or an atheist. We have separation of church and state in the United States of America."

For conservative Catholics and other conservative Christians these comments were infuriating. Religion should be the source of an unchanging morality that guides all aspects of life, including governing, they argued. Archbishop Charles Chaput, then head of the Denver archdiocese, in a 2010 speech at Houston Baptist University, called Kennedy's address, "sincere, compelling, articulate and wrong."

"His Houston remarks profoundly undermined the place not just of Catholics, but of all religious believers, in America's public life and political conversation," said Chaput, now head of the Philadelphia archdiocese. "Today, half a century later, we're paying for the damage."

Mathew Schmalz, professor of religion at College of the Holy Cross in Worcester, Mass., said Santorum, who would be the second Catholic U.S. president if elected in November, is among those who believe the church has surrendered too much to the broader culture and has lost its distinct moral voice.

"When Santorum talks about the Kennedy speech that way, he's obviously making a political point about religion and politics, but he's also making a point about Catholic identity," Schmalz said. "Santorum is part of a very vocal constituency among Catholics, but I would say he's still in the minority."

PORTLAND, Ore. (AP) ? A Saudi Arabian teenager who authorities say swung his fist at a flight attendant, tried to hit passengers and mentioned Osama bin Laden during a flight to Houston was indicted Wednesday on charges of interfering with a plane crew.

A cousin who said he was flying with the teen said his relative suffers from schizophrenia, was flying home to see his sick mother and hasn't taken his medication for three weeks.

Police arrested 19-year-old Yazeed Mohammed A. Abunayyan on Tuesday night at Portland International Airport after his Continental Airlines flight turned around after the incident.

The cousin, Fahad Alsubaie, 21, told the Medford Mail Tribune he was escorted off the plane with Abunayyan. Alsubaie said the disruption began after a flight attendant confronted the two for sitting together, because Alsubaie was in the wrong seat.

"I was going to ride back with him, just to make sure he was safe. They didn't want us to sit together," said Alsubaie, a Saudi Arabian exchange student studying English at Southern Oregon University in Ashland.

The indictment said a flight attendant asked Abunayyan to stop smoking an electronic cigarette, but he refused. He's also accused of yelling profanities and swinging his fist at the flight attendant, and also hitting or attempting to hit several passengers.

Abunayyan also spoke or sang about Osama bin Laden and his hatred of women, the indictment said.

"When they asked him to stop the cigarette ... he just went crazy, I couldn't stop him," Alsubaie told the Mail Tribune.

Passenger Mark Foster told KGW-TV that he and others aboard the flight were prepared to take action.

"You could tell buckles were off," he said. "People were already leaning toward the aisles."

Asked whether the FBI considered Abunayyan a terrorism threat, spokeswoman Beth Anne Steele noted that the indictment was on interfering charges, not terrorism.

Ashland police believe Abunayyan is the same teenager who led police on a slow-speed chase in the Southern Oregon town Sunday, ramming two police cars and nearly hitting a pedestrian. He was accused of drunken driving and assaulting an officer and was released on bail Monday.

The cousin said he was the person hanging out the driver's side window trying to pull the key out of the car's ignition while Abunayyan was driving away from police Sunday in Ashland.

"When I asked him about what he did in Ashland, he said, 'Not me, other person inside me,'" Alsubaie told the newspaper. "He thinks he has a different personality."

Abunayyan appeared in court Wednesday afternoon to hear the charges and was assigned an interpreter who translated the proceedings into Arabic. His attorney, Phil Lewis, said in court that he needs more time to meet with Abunayyan before he enters a plea.

"His English is not good enough," Lewis said. "I'm unable to ascertain issues of competence."

Abunayyan started attending the Sonoma State American Language Institute at Sonoma State University, north of San Francisco, as a Saudi Arabian exchange student in September, institute director Helen Kallenbach told the Medford paper. He was studying to improve his English before beginning classes at the university, she said.

"He was very sweet, but he was a pretty disturbed young man," Kallenbach told the newspaper. "During the last week, he just started to crash and burn ? we had been concerned about him."

Alsubaie said Abunayyan heard the news about his mother about a week ago.

Microsoft wages patent battle with Motorola and Google

Motorola has been hit with complaints from Microsoft and Apple regarding strict patent regulations, while Motorola says both companies are taking too many liberties with its patents. Will they reach a compromise?

Microsoft on Wednesday lodged a formal complaint with the European Union's competition regulator against Motorola Mobility and its soon-to-be owner Google, saying Motorola's aggressive enforcement of patent rights against rivals breaks competition rules.

Motorola is in the process of being taken over by Google for $12.5 billion, the biggest acquisition in the Californian company's history. Microsoft fears that Google will continue Motorola's tight hold on key patents.

Apple Inc. and Microsoft Corp. have been hit by legal cases in Europe and the United States, with Motorola claiming that the companies' products are using key patents it owns without permission.

Apple and Microsoft, meanwhile, argue that Motorola is overcharging for the use of these patents, which cover technologies necessary to connect wirelessly to the Internet or stream video online.

"We have taken this step because Motorola is attempting to block sales of Windows PCs, our Xbox game console and other products," Dave Heiner, Microsoft's deputy general counsel, wrote in a blog post.

"Motorola is on a path to use standard essential patents to kill video on the Web, and Google as its new owner doesn't seem to be willing to change course," Heiner added.

A spokesman for Google Inc. said that the company had not seen the Microsoft complaint.

A spokeswoman for Motorola didn't immediately respond to an emailed request for comment.

The complaints are the latest development in increasingly acrimonious disputes between global technology giants over patents on standardized technologies.

Industrywide standards play an important role not only in the technology sector. They allow products from different companies to function seamlessly together ? different mobile phones or tablet computers connecting to the Internet and each other via 3-G or Wi-Fi networks, for example. Under EU competition rules, holders of patents necessary for industry standards are required to let other companies use them for a fair price.

But regulators and companies complain that holders of standard-essential patents have tried to gain an edge in the market by suing rivals over the use of their patented technologies.

When the European Commission, the EU's competition watchdog, cleared Google's takeover of Motorola earlier this month, it indicated concern over Motorola's aggressive patent enforcement. The Justice Department in its clearance of the merger made similar comments.

Separately, the Commission has already launched a formal investigation into Samsung's similar approach to patent protection and has warned that other probes may follow.

Microsoft says Motorola is demanding an unreasonable fee for using its patents, amounting to 2.25 percent of the products' total price. For a $1,000 laptop that would mean a royalty of $22.50 for using 50 patents related to a video standard. Microsoft says a group of 29 companies that hold the other 2,300 patents related to this standard charge a total of 2 cents for using them.

"If every firm priced its standard essential patents like Motorola, the cost of the patents would be greater than all the other costs combined in making PCs, tablets, smartphones and other devices," Heiner wrote. "Obviously, this would greatly increase the prices of these devices for consumers."

(AP) ? A bomb planted at a checkpoint manned by members of a Pakistani militia fighting a radical group similar to the Taliban exploded Sunday and killed eight militia members in northwest Pakistan, a government official said.

The blast in the border region with Afghanistan shows the challenges that these militias and their Pakistani government supporters face as they try to purge the volatile border region of groups such as the Taliban and al-Qaida who have grown in strength over the last decade.

Tribal agency official Iqbal Khan said six more members of the militia were wounded in the incident which took place in the Tirah valley of the Khyber tribal region.

The complex attack started when a bomb planted at the checkpoint was detonated by a timer, Khan said. Then as the militiamen were retrieving the bodies, the militants opened fired on them. The militiamen escaped unhurt, but two of the militants were killed in the retaliatory fire.

The militia was set up to fight a local radical group known as Lashkar-e-Islam, the tribal official said. Insurgents often target the militias, which they perceive as Pakistani government supporters.

Pakistan has outlawed Lashkar-e-Islam, which wants enforcement of a Taliban-style version of Islamic law.

Lashkar-e-Islam is not formally linked to the Pakistani Taliban. But it shares similar ideology with the Taliban and other militant groups in Pakistan's tribal regions along Afghan border. The group sometimes shares manpower and resources with other militants.

The militia fighting Lashkar-e-Islam is composed of local tribesmen frustrated with the growth of Taliban-style groups in their territory. Such militias were started by the Pakistani government in its campaign against the Pakistani Taliban in the lawless tribal areas where the government has little or no control.

Attackers blast gates of Nigeria prison, free 119

Attackers stormed a federal prison in Nigeria with heavy gunfire and explosives, killing one guard and freeing 119 inmates in a new assault demonstrating the continued instability in the nation, an official said Thursday.

?"The invaders came at about 7.15 p.m. (1:30 p.m. ET) yesterday and we suspected they used explosives to bring down the gate of the prison and the roof of the gate and thereafter set free 119 inmates," prison authorities spokesman Hadiza Aminu told Reuters.


?The government said an investigation had begun into the attack in Koton-Karifi, a town in Kogi state just south of Nigeria's capital of Abuja.

?No group immediately claimed responsibility for the prison attack, nor did authorities say they had any suspects immediately in mind.

"One does not really know why" the gunmen attacked, Nigeria Prisons Service spokesman Kayode Odeyemi told The Associated Press. "It might be that some of the armed robbers are trying to free the armed robbers there awaiting trial."

The prison held armed robbers and kidnappers, Odeyemi said. He said he did not know if the prison held any members of a radical Islamist sect known as Boko Haram, which has been?carrying out violent attacks over the last year. Aminu told Reuters there were no members of Boko Haram held in the prison.

Islamist sect Boko Haram was behind a prison break in northern Bauchi state in 2010 when about 700 prisoners were freed.

Increasingly sophisticated
Boko Haram, which wants sharia law more widely applied across Africa's most populous nation, has become increasingly sophisticated and deadly in its methods in the last six months.

Although the majority of its attacks occur in its home base in the northeast, its threat has spread. At least 178 people were killed in the sect's most deadly attack last month in Nigeria's largest northern city, Kano.

President Goodluck Jonathan has said Boko Haram members have infiltrated the government and security services and have links with jihadist groups outside Nigeria, including al Qaida's north African wing.

The Muppets a visual effects movie? Were there CG puppets? No, but there were over 350 visual effects shots. In this case, the work done by the VFX artists gave the puppeteers additional freedom to make the Muppets do things they?d never been able to do in the past.

VFX Supervisor and Producer Janet Muswell will talk about the pre-production planning, working with puppeteers and puppets on-set, walking the line between campy and realistic and juggling the rolls of supervisor and producer. Police launch tool to predict domestic violence | The Global Indian?

A tool which predicts the likelihood of re-assault in relationships will become a key part of the New Zealand Police?s response to family violence this year.

As many as 39% of New Zealand women suffer physical or sexual violence from an intimate partner in their lifetime, according to a study by Janet Fanslow and Elizabeth Robinson.

Police are called once every seven minutes, ?or around 200 domestic violence situations a day, according to Women?s Refugee Group.?On average 14 women, six men and 10 children are killed by a member of their family every year, in a small country like New Zealand with 4 million population.

It is little wonder that the NZ Police are working on a tool (The Ontario Domestic Assault Risk Assessment (ODARA) tool) ?which takes an evidence-based approach to information-gathering.

?We want more focus on families suffering the most serious violence and those we believe are at risk of escalating violence,? says

Commissioner Peter Marshall in at interview to Police magazine Ten One.

?Good risk assessment is vital if we are to make sound decisions that will disrupt the family violence cycle and help us better protect victims and children in their care from further harm.?

ODARA is an internationally recognised tool that was?developed to predict re-assault in intimate partner relationships including dating violence, male on female violence and female on male.

?We believe it?s the best fit for New Zealand Police,? says Marshall. ?The information it generates can be used in evidence and will support the prevention of family violence.?

But the tool is not just about violence against partners.?In around 70% of cases where there?s abuse between adult partners, there is also child abuse and neglect.

Police have developed a risk factor form specifically for children in homes where violence is occurring; the commissioner believes New Zealand is the first country in the world to develop the?Child Risk Factor form (CRF).

The CRF will help staff identify children potentially most at risk and to pass this information onto those who will work with the family to better protect them.

New Zealand police have also increased their resources: ?there were just seven family violence coordinators in 2007; now there?s one in every police area.

Family violence is a growing cause for concern among Asian communities, according to a?study by the Ministry of Social Development.?The study found the triggers for family violence related to difficulties in adjusting to living in a new country, finding suitable employment and experiencing financial hardship.

?Men?s dominance in some Asian families was an issue, especially when men saw control over their wives as a last resort to protect their cultural values and traditions,? says the study.

?The racism and discrimination some women experienced in this study, when they attempted to find paid jobs or solve their financial dependency issues, put women at extreme risk of abuse and violence.

?The barriers to preventing or dealing with family violence related to perceptions in the Asian communities researched that family violence is a private matter, and to the women?s desire to keep the marriage/relationship intact and limited responsiveness.??Police estimate only 18% of domestic violence incidents are reported.

Concerning facts: family violence

84% of those arrested for domestic violence are men; 16% are women.

The economic cost of domestic violence was estimated at $1.2 billion to $5.8 billion per year by economist Suzanne Snively in 1996. In today?s figures, that would be up to $8 billion.

In the 2009/10 year there were 3,867 domestic violence cases in the Family Court which each involved at least one child.

Medicare paid $94 million for artificial feet in 2010, according to research conducted for The Associated Press. That was nearly $35 million more than in 2005, even though in 2010, Medicare covered about 1,900 fewer such prostheses.

But the cost spike highlights basic questions about affordability, technology and appropriate care that confront lawmakers looking for a way out of Medicare's financial troubles.

Program officials say they're concerned. Medicare "is aware of and shares the concerns this research raises about lower limb prosthetics," said spokesman Brian Cook.

Industry says there's nothing wrong. Patients are benefiting from new technology in artificial limbs used for wounded troops returning from the Iraq and Afghanistan wars.

Others dispute that conclusion, saying there's no body of scientific evidence to back it up.

A doctor who works with amputees questioned whether a high-tech foot designed for an active person is appropriate for an elderly patient with diabetes, a major cause of lower-limb amputations. Losing a foot means the patient is at an advanced stage of the disease and probably dealing with other problems that limit physical activity.

"A lot of our patients are just trying to transfer from the wheelchair to the toilet," said Dr. Howard Gilmer of National Rehabilitation Hospital in Washington.

A report last year by the Health and Human Services inspector general found widespread questionable billing for lower-limb prostheses, a category that includes artificial feet.

In 2009, Medicare inappropriately paid $43 million for lower-limb prostheses that did not meet certain basic standards for accurate claims, investigators said. They found an additional $61 million in questionable billing in cases where it wasn't clear that the Medicare beneficiary had seen the referring doctor in the previous five years, raising questions about whether the prosthesis was medically necessary.

Industry officials say they are committed to battling fraud and the AP's statistics simply show the march of progress.

"We have had a huge improvement in the quality of devices that we can provide, thanks to all the knowledge that has flowed from providing care to soldiers," said Thomas Fise, executive director of the American Orthotic & Prosthetic Association, a trade group. "That technology has now become available, and patients believe they should be entitled to it, and who is going to tell those Medicare beneficiaries they are not entitled?"

"What the government got for their money was value-added," said Tom DiBello, president of the group, which represents professionals who fit artificial limbs as well as manufacturers.

The AP's analysis was done by Avalere Health, a data-crunching firm serving private and government health care clients. It looked at Medicare spending on 13 codes for different types of artificial feet that the program covers, many with multiple manufacturers. The analysis suggests the sharp rise in spending is mainly due to a shift in the types of prosthetics being given to Medicare beneficiaries, from ones that cost several hundred dollars to more sophisticated types that run in the low thousands.

Medicare has started covering a computer-controlled ankle/foot that costs $15,000, about as much as a compact car. Some major private insurers still consider it experimental and do not routinely cover it.

Several doctors were surprised by the findings.

"The data are surprising because of the large increase over a short period of time," said Dr. David Armstrong, a professor of surgery at the University of Arizona and diabetes expert who directs the Southern Arizona Limb Salvage Alliance.

Armstrong wonders if the dazzle of technology is the issue for some practitioners. "They can lose the forest for the trees and focus more on a high-end device because it's high-end, rather than specifically on function for the patient," he said

The AP's data analysis showed a nearly threefold increase in Medicare coverage for one model of foot prosthesis that features a shock absorber and costs about $6,500.

That seemed puzzling to Gilmer. His clinic had recently fitted a patient with that same kind of foot. But the patient is in his 20s and rides ATVs, plays basketball and works on cars.

"Most of our Medicare patients are not going out playing hoops every day," said Gilmer. Fitting a patient is an individualized process that takes into account many factors, not only physical activity.

Avalere senior vice president Nora Hoban said the data raise questions that need to be answered by further research.

Medicare spokesman Cook said the government is cracking down on fraud involving artificial limbs, saving taxpayers $867,000 in the past year.

But Medicare was unable to provide the AP the ages of beneficiaries who received the different types of artificial feet or the states where they live. Those two pieces of information could help start to find answers to the puzzle.

Officials acknowledge widespread deficiencies in documentation of medical necessity for all kinds of equipment, but they are concerned that tightening requirements could restrict access for seniors.

"We are committed to reducing improper payments and fraud, while ensuring that Medicare beneficiaries have access to the care and services that they need," said Cook.

The inspector general's report recommended that Medicare revise a scale of functional activity levels that clinicians use to help determine what kind of artificial limb is appropriate for a particular patient, based on that individual's lifestyle. It said definitions of the patient's potential for rehabilitation should be clarified.

"These changes would help ensure that prostheses are matched to beneficiaries' needs and that (Medicare billing contractors) can assess the medical necessity of these devices," the report said.

Meanwhile, the rate of diabetes-related foot and leg amputations continues to fall, due to better patient care. Among the Medicare population, it declined 66 percent from 1996-2008, according to the Centers for Disease Control and Prevention.

AT&T Galaxy Note review

It was once said that if a phone or tablet used a stylus its hardware designers had blown it. It was also said that if the software on that device contained a task manager that coders had similarly missed the mark. The Samsung Galaxy Note on AT&T contains what many would consider a stylus and, if you hold down the Home button, you're presented with what can only be described as a task manager.

So the Galaxy Note, Samsung's massive 5.3-inch "superphone," is critically flawed then, right? No. It is, in fact, one of the best phones to hit the market since another Samsung powerhouse -- the Galaxy Nexus. It's a device with a lot to love and is the kind of phone that would make almost every Android aficionado swoon. However, with its massive 5.3-inch display and generally understated styling, it isn't for everybody. We reviewed it before in European guise, but now read on to see if AT&T's $300 LTE version of this big brute is just right for you.
